There are comodities over which an economy functions. There are individuals/corporation that benefit from the same comodities in that particular economy, furthur any of the practices of that individual/corporation leads that economy to go on the left - upper side of the graph furthur beyond the y-axis there comes the taxes.
To how an economy prioritises it's revenue generation completely depends upon its preferences. The preferences can be set through the available comodities, presence of its accounting and finance companies and law institutions.
The latest leak from ICIJ states more offshore accounts and shell companies leading over 300 economists from over 30 countries to call tax heavens as "Lacking economic justification, distorting global economy", stressing on taxes to be paid for profits generated by a particular company or individual in an particular country other than the country of its origin, Revenue generated by an company to be announced publicly,Apart from them operating in an particular territory.
The money stashed in an tax heaven is definately not stagnant, nor is the health care supplies shipment to "poor countries" after the end of Tax Heavens going to be the first one.
I believe the discussion is supposed to go beyond numbers.
